If you’ve got time to really sort through a lot of stuff and know what you’re looking for, Marshall’s is good. I was pleasantly surprised by the available options for jeans, found a few good pairs. They have a good assortment of athletic wear too. Everything is pretty cheap, so you can find some decent pieces on a budget. One caveat right now is that the dressing rooms are closed! So you have to buy a bunch of stuff, try on at home, and return what you don’t want. So plan on two trips.
