IF YOU WANT A PENNEYS CREDIT CARD AND HAVE FAITH IN YOUR CREDIT SCORE, GO FOR IT. IF YOU KNOW FOR FACT YOUR CREDIT SCORE IS BORDERLINE, do not do it. There is no such thing as a soft pull to check.
